COST Action E32 dealt with "Characterisation of paper surfaces for improved printing paper grades". The main objective of the Action is to develop and improve methods for analysis of printing paper surfaces in order to improve print quality.

COST E46 is a European research plan titled "IMPROVEMENTS IN THE UNDERSTANDING AND USE OF DEINKING TECHNOLOGY". About 30 members from 12 European countries meet to discuss recyclability issues twice a year. The program is funded by the European Science Foundation (ESF). The COST E46 Memorandum of Understanding gives a short overview on the state of the art of paper recycling and current deinkability problems. The scientific programme's objectives are
- Development of a better understanding of the mechanisms involved
- Developments of methods to improve the de-inkability of difficult to deink inks and toners
- Assessment of developments in printing technology, ink and toner and their potential impact on de-inking efficiency and the opportunity for the development of de-inking friendly inks or printing techniques.
COST E48 is a European network of universities, research organisations and industrial partners engaged in paper recycling, investigating "The Limits of Paper Recycling".

The European Council of the Paint, Printing Ink and Artists' Colours Industry (CEPE) represents the interests of about 1100 paint and 150 printing ink and over 20 artists' colours companies at European level.
Adhesives are among the contaminants that have to be removed from recovered paper pulps, and they are the contaminants that create most of the problems. The US Postal Service has presented recycling friendly pressure sensitive adhesives (PSA). One abstract of the Proceedings of 1997(64rd) Pulp and Paper Research Conference, pp. 6-9 (1997) deals with the use of enzymes in the deinking of photocopy paper. This paper discusses the technical basis for enzymatic bleaching and deinking and introduces some models for how xylanases and cellulases accomplish these objectives.
The University of British Columbia (UBC in Vancouver, Canada)
has a famous Pulp and Paper Centre. Some work here is also done about deinking: e. g. the effect of pH on flexographic newsprint ink detachment.
